Jammu and Kashmir Forms Committee for Recruitment Rules Overhaul

The Jammu and Kashmir government has taken a significant step towards streamlining the recruitment process by forming a high-level committee responsible for developing a Single Window System to process Recruitment Rules effectively and efficiently. This decision was announced on Thursday, marking a strong commitment to enhancing the employment framework in the Union Territory.

According to an official order issued by the General Administration Department of Jammu and Kashmir, the Principal Secretary of the Public Works (R&B) Department will serve as the Chairman of this newly formed committee. The committee’s composition includes high-ranking officials such as the Commissioner/Secretary to the Government, General Administration Department; the Commissioner/Secretary of the ARI & Trainings Department, who will act as the Member Secretary; along with other key Secretaries from various departments including School Education, Information Technology, and Law, Justice & Parliamentary Affairs.

In addition, the committee will comprise representatives from the Jammu and Kashmir Public Service Commission and the Jammu and Kashmir Services Selection Board, ensuring robust representation and expertise. The Chairman holds the authority to co-opt additional members to enhance the committee’s operations as required, promoting a collaborative approach.

This committee has a clear mandate. It must finalize the digitization of Recruitment Rules, adopting the “Delhi Model” to expedite the recruitment processes while incorporating BISAG-N as a digital partner. This initiative aims to create an efficient monitoring system, ensuring timely updates and maintenance of recruitment processes.

The ARI & Trainings Department will provide support and services to the committee, facilitating its effective functioning. By modernizing and digitizing the recruitment framework, the Jammu and Kashmir government aims to improve the efficiency of hiring practices across the Union Territory.

Experts view the establishment of this committee as a crucial move towards transparency and speed in the recruitment process in Jammu and Kashmir. Given the complexities often involved in recruitment, a well-structured approach can enhance public confidence in the hiring processes and lead to better employment opportunities for youth in the region.
