J&K Assembly Autumn Session Set for October 13, 2023

The Jammu and Kashmir Cabinet has recommended that the Legislative Assembly be convened starting October 13, 2023. Chief Minister Omar Abdullah chaired the meeting attended by all ministers, where they highlighted the urgency of calling the Assembly under the Jammu and Kashmir Reorganisation Act, 2019.

Sources disclosed details about the cabinet meeting, which commenced early Wednesday morning. The meeting culminated in the decision to summon the Assembly, which is expected to be brief, likely lasting just seven days from October 13 to 20.

The Jammu and Kashmir Reorganisation Act mandates that there should not be a gap longer than six months between the last sitting of one session and the first sitting of the next. “The Lieutenant Governor shall, from time to time, summon the Legislative Assembly to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session,” the act states.

Given that the last sitting of the assembly occurred on April 29, 2023, the government must convene the next session before October 28, 2023, to comply with legal requirements. This session will be pivotal, as it will likely focus on key political issues such as statehood and reservation debates.

In the last assembly session, heated discussions led to three resolutions regarding statehood lapsing. This disruption followed the National Conference’s protest against the government’s rejection of their adjournment motion concerning the Waqf (Amendment) Bill, 2025. The assembly witnessed loud outcry as various factions voiced their stances on reservations, with Sajad Gani Lone, the People’s Conference President and an MLA from Handwara, condemning the government’s handling of the issue.

As the upcoming session approaches, anticipation builds around the discussions that will shape the political landscape of Jammu and Kashmir. Observers believe that the assembly’s position on statehood and reservation will be critical in determining future governance and civil rights in the region. This assembly session marks a crucial period for stakeholders who aim to address the growing calls for statehood restoration amid a backdrop of political unrest.
